If the client is unable or unwilling to pay the fee, the Visit cannot proceed. Payment of the client fee is a mandatory step in the program process.
The fee serves as both a cost-recovery mechanism and a commitment indicator. In rare cases where financial hardship is an issue, the client can discuss options with their ITA or CEA, but exceptions are not standard.
The program is already heavily subsidized, so the expectation is that all clients contribute. Projects without payment are not approved.
